Portia is a native of Stuart, Florida. She received her education locally at Martin County High while dual enrolled at Indian River Community College. She graduated from Florida Atlantic University in Boca Raton and attended Law School at Stetson University, College of Law receiving her law degree in 1994. Some 20 years later, she returned to Stetson and obtained her LLM degree, an advanced doctorate in Elder Law. Portia is active in several professional associations, including the Elder Law Section of the Florida Bar, American Inns of Court and the Martin County Bar Association.
